Sandybeach Community Co-operative Society Limited trades as Sandybeach Centre and is owned and managed by the community under the stewardship of a seven-member Board of Directors, all of whom are volunteers. The Directors are responsible for board portfolios: business viability, finance, governance, human resources, legal matters, risk management and board administration. Sandybeach Centre is a not-for-profit entity with community shareholders. No dividends are paid to shareholders.

Margaret Fitzherbert, Chair
B.A. (Hons) (Monash Univ.), Grad. Dip. Labour Relations Law (Univ. Melb.), M.A. (Communication) (RMIT Univ.)
Margaret has worked as an industrial relations advocate, a ministerial adviser and as a communications specialist. Margaret has published widely on women and politics. Her first book, Liberal Women Federation to 1949, was published in 2004 and was shortlisted for a NSW Premier’s History Award. She joined the Board in May 2003 and chairs the Fundraising Committee.
David Perry
B.Com.(Hons), M.A., AICD, ASIA
David currently works with a strategic communications company, SHJ, focusing on investor and financial communications. His background includes experience in various areas of the investment markets, as well in accounting, economics and finance. David has held management and director roles in stockbroking, investment banking and banking. David was elected to the Board in March 2003. He is deputy chairman and chairs the Finance Committee.
Jeannette Rawlinson
BA (Deakin University)
Jeannette’s professional life has spanned the globe and the nation. Her strong administrative skills have been acquired working for stockbrokers in Brisbane, newspapers in Fleet Street London, airlines in Melbourne and Brisbane, New Zealand High Commission in Canberra and architects in Melbourne. Her current interests include involvement with the National Council of Women of Victoria, Fellowship of Australian Writers and Woodlands Golf Club. Jeannette also has numerous other volunteer positions as office bearer, team manager and fundraiser for various organizations. In her spare time her interests are art, music and architecture. Jeannette joined the Board early in 2006.
Deborah Harvey

Deborah has a background in aged care, working as a Manager of Community Aged Services (aged care assessment and aged mental health services). For the past 20 years, she has practiced in the field of community nursing, specialising in aged care and has worked in this field in Western Australia and in Victoria, specifically in the Kingston, Bayside and Greater Dandenong local government areas. Deborah has a strong commitment to addressing the interests and issues that users of aged care services and the local community may have, and in her current role, is responsible for quality improvement and excellence in service delivery.
Elaine Milne

Elaine has had 20 years experience as a teacher and manager in the TAFE system. Her management experience in TAFE is wide ranging and includes operational management in Health, Community Services, ESL, VCE and Art. Elaine worked at Sandybeach Centre for 6 years as the Community Education Manager with responsibility for adult education courses, the management of Sandybeach’s education delivery contract with the Adult Community and Further Education Board, the Centre’s compliance as a registered training organisation with the Victorian Qualifications Authority and human resources in the education area. Elaine has small business administration experience with a family building business.
Caroline Kenny
LLM (Melbourne)
Caroline is a barrister and solicitor of the Supreme Court of Victoria and Senior Counsel for the State of Victoria. She specializes in commercial and insurance law and has had over 10 years experience on boards and in a voluntary capacity with the Barristers’ Chambers Limited, the committee of the Victorian Bar.
Michael Heffernan

Michael Heffernan has over 25 years experience in the finance and securities industry and is currently a Senior Client Advisor and Strategist with a leading Australian Sharebroker, after having been Chief Economist/Lawyer with the Australian Stock Exchange for 13 years, and an Economist with Commonwealth Department of Employment and Industrial Relations for 11 years. In addition to memberships of legal, economic and securities industry associations Mr Heffernan is heavily involved with the educational side of the industry. Michael was also a councillor for the City of Bayside from 2000 to 2003.
Jeanette Brown (CEO)

Jeanette has worked in the Adult Community Education sector for over 20 years and has extensive experience both as a teacher in programs for culturally and linguistically diverse learners and as an Education Manager. Jeanette has a wide range of experience in financial, human and resource management in a range of programs including ESL, Literacy, VCE, VCAL, LOTE and Arts and Culture as well as a strong background in educational leadership and change management.
